St. Paul Chamber issue: Minnesota drafting rules on river development

The state is playing a balancing act as it tries to regulate development along the 72-mile Mississippi River corridor through the Twin Cities area. An initial set of draft rules to govern development along the river ran aground, and both the business community and environmental groups say the Department of Natural Resources has more work to do.
The DNR's goal is to protect the corridor while also giving cities some flexibility and recognizing existing and planned developments, Minnesota Public Radio reported Monday. Chamber issue: Backers push for North Dakota conservation

measure

Opponents and backers of a proposed North Dakota ballot measure that would funnel more money into water, wildlife and parks projects are in the midst of separate and well-funded media campaigns, with many millions — perhaps billions — of oil tax revenue dollars at stake.
Secretary of State Al Jaeger said it may be the first time in North Dakota history that a marketing blitz has come before enough signatures have been gathered to get a measure on the ballot.
"This is not even on the ballot, yet for the last several months I have seen and read several things pro and con," said Jaeger. "It's a little unusual." Read more: Seattle PI
