GUIDANCE FROM GOVERNOR RALPH NORTHAM
WATCH the Governor's March 18th Facebook Live update on the COVID-19 crisis and the latest advice on preparation and precautions.
Governor Ralph Northam has declared a state of emergency for the Commonwealth of Virginia in order to free up critical funding. “Our top priority is to make sure Virginians stay safe and healthy, and that our response to this situation leaves no one behind,” said Governor Northam. “From our health department, to our schools, to our hospitals, to our transit systems, Virginia’s agencies and institutions have been thoroughly planning for every scenario. This emergency declaration will ensure we can continue to prepare for and appropriately respond to Virginians’ needs during this time.
ILLNESS PREVENTION
Avoid traveling if you are sick.
Avoid contact with sick people.
If you are 65 years or older, have compromised immunity, or have a pre-existing health condition, it is advised to avoid air travel and large crowds.
Maintain at least 3 feet distance from those that are coughing or sneezing.
Avoid touching your eyes, nose, or mouth with unwashed hands.
Clean your hands often by washing them with soap and water for at least 20 seconds or using an alcohol-based hand sanitizer that contains at least 60%–95% alcohol. (Tired of singing “Happy Birthday” while you are washing your hands? This website will make any song into a handwashing jingle!)
Cover your mouth and nose with a tissue if you cough or sneeze. Throw away the tissue immediately after. If you do not have a tissue, cough or sneeze into your sleeve in the elbow. In either case, wash your hands thoroughly after.
If you are healthy, it is not necessary to wear a facemask. Facemasks are most effective when used by people who are already ill to prevent the spread of germs. Please protect our healthcare workers.

The Virginia Department of Health Updates:
The Virginia Department of Health is continually updating its resources to include the latest numbers and information relevant to COVID-19 in the Commonwealth.
Virginia has 67 presumptive positive cases of COVID-19. (last update 3/17/2020)
The Virginia Department of Health is monitoring an outbreak of respiratory illness, called coronavirus disease 2019 (COVID-19), caused by a novel (new) coronavirus that was first detected in Wuhan, Hubei Province, China.
Cases of COVID-19 are also being reported in a growing number of countries internationally, including the United States, where the first case of COVID-19 was confirmed on January 21, 2020 in a traveler who had recently returned from Wuhan.

We are certainly in challenging times and things very likely will get worse before they get better. The Virginia Peninsula Chamber of Commerce is working closely with local government, business and community partners to support our local workforce and businesses. With the recent reports of COVID-19 cases throughout the Peninsula, it is imperative that the business community utilize strategies to be as prepared as possible to protect the health of our workforce. In an effort to assist with your efforts, we have developed a one-stop resource newsletter which will be updated regularly, blasted to our membership and posted on our website. It will include federal, state and local resources, information from local partners, important news updates and information on Chamber events and programs. Like many of our members, the Chamber of Commerce Serving Lexington, Buena Vista and Rockbridge County is closely monitoring updates regarding COVID-19. It is important for all of us to stay aware of the situation and follow all guidelines from local authorities, the CDC , and the Virginia Department of Health .
Across the country, sporting and major events are being cancelled, colleges and universities are being closed or moving to an online-only presence, and healthcare leaders are gathering as much factual information as possible. We are beginning to see much of the same here in Rockbridge County.
As business and community leaders, we encourage you to follow CDC recommendations for your business or organization, which can be found here . The health and safety of our Chamber members and extended community family is a top priority and drives our decision making during this difficult and unprecedented time.
As you know, this is a rapidly evolving set of circumstances. As of this time, we have made the following decisions relating to our operations at the Chamber:

From the Harrisonburg-Rockingham Chamber
Regional COVID-19 Business Support Taskforce Formed
Regional agencies and organizations have teamed up to coordinate support and resources for businesses in the Harrisonburg and Rockingham area. The Regional COVID-19 Business Support Taskforce started meeting weekly to brainstorm ideas, curate resources, share information, and unify their efforts as they address business and employer concerns.
Taskforce members include representatives from the City of Harrisonburg Economic Development; Rockingham Department of Economic Development and Tourism; the Shenandoah Valley Partnership; the Shenandoah Valley Small Business Development Center (SVSBDC); Harrisonburg Downtown Renaissance; and the Harrisonburg-Rockingham Chamber of Commerce.
This week, the Taskforce undertook the following steps:
- Coordinated numerous state and federal alerts and proposed programs for business support and funding.
- Distilled information on the first emergency small business loan program, through the Small Business Administration with local support through the SVSBDC.
- Collected data from area employers and the local economy to share with state agencies and federal departments and authorities to assess impacts and support economic relief efforts.
- Developing a video that educates the public on how and why they should support local businesses during this unprecedented time.
- Launching a continually updated, one-stop shop Google Docs that consolidates COVID-19 business assistance programs and toolkits.
The SBA’s Disaster Loan program is designed to help small businesses and non-profit organizations meet their ordinary and necessary financial obligations that cannot otherwise be met as a direct result of COVID-19. The SVSBDC provides information and assistance in the loan preparation documents.

The Task Force members are all working tirelessly on keeping up with fast developing and changing developments, particularly at the federal and state level. Elected officials are keenly aware of the economic impacts of the coronavirus and the measures implemented to stop its spread. The hope is that the actions taken at the federal, state and local levels will result in a faster end to the virus’ impact and a return to a normal business climate.
Remember to support your local economy when many small businesses are looking at options to weather the economic storm. Buy gift cards now. This helps businesses with cash flow today, so their doors are open tomorrow. Shop online. Many local businesses have online stores or will take orders over the phone for shipping or curbside pick-up. Also, you can order delivery from local restaurants as well as retailers who deliver.

In an effort to keep our patients, staff and community healthy, effective today, we will implement the following at all PATHS locations:
- All non-emergent dental appointments will be rescheduled. We understand that dental appointments are scheduled months in advance; however due to the nature of dental work, dental staff are at great risk for exposure. We sincerely apologize for any inconvenience.
- Patients will not be allowed to bring more than one adult guest with them to their appointment. We will not make any exceptions.
- We will be reaching out to all patients that have been identified as being at high risk, and ask that they consider rescheduling any non-emergent appointments. In doing so, we will ensure that they have a sufficient supply of their medications until their next scheduled appointment.
- We will be screening all patients that call, as well as those that enter any of our facilities to ensure that they receive the appropriate recommendation/treatment.

Rogers Heating & Cooling field staff will be working and the office staff will be working remotely this week. The office phone will be forwarded to ensure each call is answered. If your AC or heat is broken, Rogers will be there to fix it. Rogers is following cleaning protocols as recommended by CDC and state agencies. Any team members that have fever, are showing signs of sickness, or who have been known to be exposed and not protected will be asked to remain at home. Head Start classes have been suspended for two weeks, our offices remain open to the public for now. Our tax preparation program has been reduced to drop -off only on Wednesdays.. All home visiting activities have been stopped except for food or supply distribution to families in need.

Since 1948, the Farmville Area Chamber of Commerce has strived to improve the lives of those living and doing business in our community. Alongside our members, we provide educational initiatives, promote tourism, serve as advocates for local businesses, and seek opportunities to aid a diverse and growing population. The Farmville Area Chamber of Commerce primary geographical footprint includes the Town of Farmville, Prince Edward County, and Cumberland County. The chamber has nearly 300 members, a full-time Executive Director, part-time Assistant Director, and part-time Director of Marketing & Finance. The Chamber is governed by a 15 member volunteer Board of Directors representing a diverse set of governmental entities, businesses and not for profits. .
About the Town of Farmville & Virginia’s Heartland:
Farmville is a center of activity for a seven-county area that makes up “Virginia’s Heartland.” The Town is located in both Cumberland and Prince Edward Counties, at the intersection of Routes 15 and 460, in the Piedmont area of South-Central Virginia. The largest municipality between Richmond and Lynchburg, Farmville is within an hour of both, as well as an hour from Charlottesville. The Town, formed in 1798 and incorporated in 1912, serves as the county seat of Prince Edward County. Position Description:
The Farmville Area Chamber of Commerce seeks a full-time Executive Director to provide leadership while promoting the mission and objectives of the Chamber. The Executive Director serves as the Chief Executive Officer, Chief Development Officer, and Chief Spokesperson reporting to the volunteer Board of Directors. The Executive Director ensures the effective operation of the Chamber while coordinating all organizational activities including programs, membership, relationship with external organizations, employment, training, customer service, supervision of staff and volunteers, and the execution of the annual budget. The Executive Director will give attention to ensuring the financial stability of the Chamber while providing an array of services and an effective marketing effort resulting in membership growth; development and execution of non-dues revenue programs that generate reliable income for the Chamber; working closely with local governments, schools, agencies, and employers on workforce and economic development efforts that promote our community; communicating effectively with and maintaining regular contact with chamber members, staff, business community, governmental and non-governmental agencies, tourists and the general public; managing the day-to-day operations; and performing such other duties as assigned by the Board.
Essential Responsibilities:
● Program of Work - Works with the Board of Directors to develop and maintain an annual and
long-term strategic plan, organize committees and resources to execute the plan, and identifies the
programs that will ensure the successful delivery of services to the Chamber and community.
● Membership - Responsible for developing and implementing recruitment and retention strategies
to increase membership and retain existing members. Engages Board members, staff and volunteers
in annual membership campaigns. Provides annual reports detailing strategies and results.
● Programming and Special Events – Responsible for all chamber events organized to support the
organization; this includes special events and annual events such as the annual awards celebrations,
monthly business after-hours, ribbon cutting ceremonies, education learning sessions, chamber
leadership programs, golf tournaments or other events as organized. This includes ensuring and
securing financial resources, necessary donations, and other support as needed.
● Chamber Governance – Assist the Board of Directors, committees, members, volunteers, and staff
in the interpretation of policies that promote the vision and mission of the organization. Ensures
that Board committees are appropriately staffed Identifies and implements solutions to challenges
that face the Chamber and community, including policy engagement at the local and state level.
Advises the Board on organizational structure and internal operating procedures ensuring
appropriate governance and adherence to best practices.
● Finances & Fundraising - Works with the Treasurer, Finance Committee, and the Board of
Directors to develop an annual budget that is fiscally responsible –related to program goals and
objectives established by the Board of Directors. Manages all expenditures within the framework of
the budget including employee payroll and taxes. Is accountable for and gives considerable
attention to working towards growth in revenue, while maintaining responsible spending.
Monitors the preparation and ensures accuracy of the financial report statements.
● Staff Management & Development - Responsible for the hiring, supervision, and annual
performance evaluation of the Chamber staff, assigning their duties, overseeing work completed,
and establishing terms of employment within the framework of the approved budget.
Compensation:
The compensation package will include a base salary of $35,000-$45,000 and will be negotiated based on experience. Successful candidates will also be provided with a monthly stipend of $500 that can be used towards the purchase of other desired benefits (health, retirement, disability, etc) health benefits or other expenses. With approval from the Board of Directors and in consideration of financial performance, an annual bonus may be awarded. Additional opportunities for a yearly bonus might be available based on the yearly budgetary status of the Chamber with approval from the Board of Directors.
Additional Requirements:
● Bachelor’s Degree in business, government, communications, or related field preferred.
● Experience in organizational management, including private sector, non-profit, or government.
● Excellent verbal and written communication and interpersonal communication skills.
● Ability to raise funds through sponsorships, memberships and non-dues revenue programs.
● Knowledge of the Farmville area as a business location is highly desirable.
● Ability to work with external constituencies including local governments and organizations.
● Energy and zest in providing leadership and guidance to a regionally diverse community.
